MCR Online Notification Guidelines Review – Merchants Survey

The Merchant Choice Routing Online Notification Guidelines were first published in August 2022 in response to the Reserve Bank of Australia’s requirement that customers receive reasonable notification when routing may occur for online transactions. The Guidelines form part of the IAC Code Set and Guidelines and are available on the AusPayNet website. The current version (version 1.1) was published in 2025.

Developed in consultation with industry, the Guidelines incorporated input from IAF-nominated representatives, the RBA, industry groups and consumer advocates. They are voluntary and set out best-practice guidance for acquirers, payment gateways and merchants implementing Merchant Choice Routing in an online environment.

AusPayNet is committed to reviewing the Guidelines periodically to ensure they remain effective, relevant and fit for purpose. This review is now being undertaken to assess industry awareness and application of the Guidelines and determine whether any updates are required.

The survey seeks feedback on awareness, use and effectiveness of the Guidelines, including any areas requiring clarification or revision.

Action required: Please complete the survey and encourage merchants in your network to respond by 9 October 2026.
